Project Name: Soil Pollution Control and Remediation Project for the Abandoned Site of Sichuan Huafu Lubricant Co., Ltd.

Project Location: Longtou Village, Heshan Subdistrict, Pujiang County, Chengdu City, near the north bank of the Pujiang River, facing north and south.

Project Scope: The remediation primarily covers the abandoned site of Sichuan Huafu Lubricant Co., Ltd., covering an area of ​​8,461.03 square meters. The project's location is shown in Figure 1.1-1 below.

Remediation of Contaminated Materials and Remediation Target Values

This project's site remediation targets three types of media: heavy metal-contaminated soil, petroleum hydrocarbon-contaminated soil, and contaminated groundwater. 35 m³ of medium-metal (lead) contaminated soil, 2,911.5 m³ of petroleum hydrocarbon-contaminated soil (see Table 1.3-1 for details), and 4,472.8 m³ of contaminated groundwater (see Table 1.3-2 for details) were remediated. The remediated soil ultimately met the second-class construction land standard as specified in the "Soil Environmental Quality - Construction Land Soil Pollution Risk Control Standard (Trial)" (GB36600-2018). This will effectively restore soil properties and improve the production and living environment of the site and surrounding residents.

Post-remediation in-situ backfill soil remediation objectives: In-situ backfill soil primarily consists of remediated soil that has been remediated through ex-situ disposal. This soil is contaminated through source reduction, primarily TPH. The total amount of remediation targets remains consistent with those determined in the preliminary investigation and risk assessment report.

Remediation targets for off-site disposal soil: The "Pollution Control Standard for Storage and Disposal Sites of General Industrial Solid Waste" (GB18599-2001) specifies admission requirements for Class I and Class II general industrial solid waste landfills. Therefore, when the contaminated soil at this project site is disposed of off-site, it must meet the pretreatment requirements of the proposed landfill, consistent with the classification of the proposed landfill. It must meet the "Hazardous Waste Identification and Labeling - Leaching Toxicity Identification" (GB5085.3-2007) testing requirements. The soil heavy metal leaching concentration should be less than the Class IV standard of the "Groundwater Quality Standard" (GB/T1484-1993). The lead leaching concentration should be less than 0.1 mg/L.
